Patron's account is displaying long overdue items as Damaged

Answer:

Items that were Billed Not Paid in Millennium moved over to Symphony as Damaged. To know for sure if this is the case take a look at the Bill note. You should see that the items were “REPLACEMENT” charges which is Millenniumese for Billed Not Paid. While the Bill Reason is labeled incorrectly in this case, the Bill is valid.
