At this time there is a known issue related to Libby not being available when not connected to an active internet/data connection. 

OverDrive is aware of the situation and are working to fix it. Until then, if you know you will be in an area without internet/data connection please consider using the original OverDrive app. 

UPDATE - the latest update should address this issue as per OverDrive 12/15/17
